Road use fee will get start here

After almost a year of study and discussion, Howard County officials are going to implement a usage fee on county roads.

Effective Oct. 1, any commercial or agriculture entity which creates an access point utilizing county roads will be required to to purchase a $4,500 usage permit from the county. There will be no charge for pre-existing access points, officials said.

County officials hope to get grant monies from TxDOT

Howard County commissioners decided to spend some money now in the hopes of getting even more money in the near future.

During their regular meeting Monday morning, commissioners unanimously voted to set aside $150,000 for legal and administrative fees to participate in the County Transportation Infrastructure Fund Grant Program.

During the most recent session of the Texas Legislature, the state senate appropriated $225 million in grants to be used by counties whose roads infrastructure had been adversely affected by the recent oil boom.

Barbara Ann Schafer

Barbara Ann Schafer, 77, of Garden City died Wednesday, Sept. 4, 2013, at her residence after a long battle with COPD. Graveside funeral services were held Sunday, Sept. 8, 2013, at the Garden City Cemetery.

She was born Jan. 21, 1936, in Fort Worth, Texas, and married Charlie Joe Schafer Feb. 14, 1951 in Big Spring, Texas.

She and her family moved from Odessa to Beaumont, Texas, in 1966. After retiring in 1993, she and Charlie moved to Glasscock County, where her husband had property and built a home there.

Chester B. Fikes

Chester B. Fikes, 80, died at his home in Big Spring, Texas, on Sept. 5, 2013.

Chester was born May 12, 1933, in Merkel, Texas, to O.J. Fikes and Margaret Hudson Fikes. He worked for El Paso Natural Gas Co.

Survivors include his daughter, Patricia Holt of Big Spring; and two sons, Gary Fikes of Abilene, Texas, and Kevin Fikes of Odessa, Texas.

He was preceded in death by his parents, two brothers and two sisters.

Funeral services will be at 11 a.m. Tuesday, Sept. 10, 2013, at Starbuck Funeral Home in Merkel. Interment will be at Rose Hill Cemetery in Merkel.

A wise man once said, “Life is like a box of chocolates. You never know what you're gonna get.” Technically it was his mother instilling a little wisdom on her son, and boxes of chocolate usually have a diagram on the inside of the lid, but we all understood the sentiment.
This weekend's Life cover is a little bit like Mrs. Gump's metaphorical box of chocolate a little bit of what went on this past week. But instead of candy, a somewhat of a hodgepodge of pictures that didn't make the cut for one reason or another will grace the page.

Marj Carpenter just returned from the National Federation of Press Women Conference in Salt Lake City where she was a speaker at one of the banquets in the three day meeting.
Other speakers included Heloise of “Hints from Heloise” and members of the Marie/Donnie Osmond family. Marj was honored at the rehearsal of the Latter Day Saints Choir as the former moderator of the Presbyterian Church U.S.A.

Hayes Franklin Striplng IV, grandson of Hayes Franklin Stripling II, of Big Spring, was recently awarded a doctoral degree at Texas A&M University.
“Four” as he is affectionately called by his grandfather, received the doctorate in nuclear engineering and maintained a 4.0 gpa for the eight years he attended.
“But he’s not just an egghead,” said his grandfather. “He’s a tremendous athlete as well.”

The bride-elect is the daughter of Gregg and Julie Morgan of Amarillo and Ted and Renee Wilkinson of Lubbock, Texas. She is the granddaughter of Les and Freddye Carnes of Midland, Texas, and Bob and Freda Wilkinson of Levelland, Texas.
The groom-elect is the grandson of the late Shirley Davis, Bill Davis, and Pat Simmons, all of Big Spring, Texas.
