Hayes Franklin Stripling Jr., 87, of Big Spring, Texas, died Sunday, Dec. 8, 2013, at his residence. Funeral services will be held at 1 p.m. Thursday, Dec. 12, 2013, at the First United Methodist Church in Big Spring with the Rev. Keith Wiseman, the Rev. Bill Ivins and the Rev. Barbara Kirk-Norris officiating. Interment will follow at Mount Olive Memorial Park.
The family will receive friends from 6 p.m. to 8 p.m. Wednesday, Dec. 11, 2013, at the funeral home.

Former Big Spring resident William Robert âBilly Bobâ Watson joined his wife in heaven Dec. 3, 2013.
Born to Charles Lee Watson and Jewel Bell Smith in Strawn, Texas, on Oct. 15, 1929, Billy Bob served in the U.S. Army during the Korean War. Upon military discharge, he sought guidance from his minister, which led to meeting the ministerâs niece and Billy Bobâs future wife, Candace Dickinson. Billy Bob proposed on their first date during the Governorâs Ball at the Driskill Hotel and Candace said yes. They began their lives on the Dickinson ranches in New Mexico.
Tim Ballard, 52, of Big Spring, Texas, died Friday Dec. 6, 2013, at Scenic Mountain Medical Center. The family will receive friends from 6 p.m. until 8 p.m. Tuesday at Myers & Smith Funeral Home. Memorial Services will be at 3 p.m. Wednesday at First Baptist Church. Private interment will be at Trinity Memorial Park.
Ila Blanche Moore, 87, of Big Spring, Texas, died Friday, Dec. 6, 2013 in a local hospital. Memorial services will be held at 2 p.m. Tuesday, Dec. 10, 2013, at the Nalley-Pickle & Welch Rosewood Chapel.
She was born Aug. 1, 1926, in Stephenville, Texas and married Ronald E. âMuttâ Moore July 26, 1947, in Big Spring. He preceded her in death March 10, 2008.
She was a longtime resident of Big Spring and was the snack bar manager at Runnels Junior High School for many years.
Jimmie F. Samuels, 77, of Big Spring, Texas, died Friday, Dec. 6, 2013 in a Midland, Texas, hospital. Memorial services were held at noon Monday, Dec. 9, 2013 at the Nalley-Pickle & Welch Rosewood Chapel with Dr. Randy Cotton, pastor of Trinity Baptist Church, Josh Holcombe, Youth Pastor, Green Acres Baptist Church South Campus, of Tyler, Texas and Randy Samuels, Pastor of First Baptist Church, Sinton, Texas, officiating
He was born April 26, 1936 in Breckenridge, Texas, and married Carol June Lee Nov. 9, 1996, in Abilene, Texas.
Big Spring City Council will consider a resolution spelling out the cityâs stance on excessive force by law enforcement personnel when they meet in regular session at 5:30 p.m. Tuesday
The city recently received grant money from the Texas Department of Agriculture, officials said. As part of the agreement on accepting those funds, the city is required to adopt a formal resolution defining its stance on excessive force by law enforcement.

The Big Spring Herald Lighted-Christmas Parade has been rescheduled for this Saturday beginning at 5:30 p.m. Parade entries should arrive by 4:30 p.m. The parade will head north on Scurry from 24th Street to Fourth.
The Rev. George W. Ivy died Dec. 4, 2013, at Scenic Mountain Hospital in Big Spring, Texas, at the age of 94.
He was born Oct. 29, 1919, to Lorenzo Price Ivy and Norah Robinson Ivy, in Van Zandt County, Texas. He married Ludene Mitchell Sept. 9, 1938. She preceded him in death Aug. 24, 2005.
He was a licensed minister with the Church of God, Cleveland, Tenn., beginning his ministry in 1948. He pastored churches in Haskell, Midland, Abilene, Lubbock, Amarillo and Fort Worth. He also served in the Navy in 1944 and 1945.
