City Manager Gary Fuqua presented the Big Spring City Council with the proposed 2011-2012 budget during a work session Monday, and much like life in sweltering West Texas has been, it was a good news and bad news fiscal situation.
The proposed budget is based on a 94.95-cent per $100 valuation tax rate, a drop of 5 cents compared to last year's 99.95 cent rate.
Students and parents may like some of the changes Big Spring Independent School District Food Services has in store for the coming year.
But one major change won't make anyone happy.
When students return to classes Aug. 22, they'll notice some changes to the fare they're offered in the cafeterias. Meals will now feature more vegetables, fresh fruits and other additions designed to make the meals both nutritious and appealing.

The Big Spring City Council will meet Tuesday evening â prior to continued budget work sessions â to discuss a number of issues, including final reading of a denial of a proposed rate increase from Atmos Energyâs West Texas Division.
The Council voted unanimously July 26 to deny the proposed rate increase from natural gas provider Atmos Energy, saying not only is the rate hike unwarranted, a rate decrease is in order.
Itâs not just taking the oath, but living up to it that makes a difference.
