Council caps water service out of city limits

The city of Big Spring is limiting the number of customers living outside the city limits who receive water service.
During their Tuesday meeting, the city council approved an ordinance that effectively put a cap on the number of residents outside Big Spring's city limits who receive water from municipal sources.
