Council to mull special election

True to his word, Big Spring Mayor Tommy Duncan is set Tuesday night to request a special election be held in May to use economic development funds for an $11 million re-vamp of the city's water and wastewater facilities through a controversial 4B project.

During the Dec. 13 meeting of the council, Duncan said he planned to bring the project — which includes $7.138 million in repairs and upgrades at the existing water treatment facility and $3.738 in improvements at the waste water treatment facility — before the council in the form of a 4B project, which would require approval from Big Spring's voters before becoming a reality.

First reading of an ordinance calling for that election — as well as the ballot language to be used in the election — is set to be discussed during Tuesday's meeting.

According to the city council agenda, voters will have the chance to either cast their ballot for or against the following measure:

“Shall the Big Spring Economic Development Corporation, a Type 4A development corporation be authorized to use the sales and use tax imposed under Chapter 504 of the Development Corporation Act, including any amount previously authorized and collected, for the following projects or categories of projects that do not qualify under Chapter 504 but do qualify under Chapter 505 of the Act (4B Projects): to construct, acquire, improve, renovate and equip improvements and facilities for the supply and conservation of water including the repair and rehabilitation of the city of Big Spring water and wastewater treatment plants and repair and replacement of water distribution lines located in the city?”

What is controversial about allowing the citizens of Big Spring to have a say in how our sales tax dollars are spent, especially when it means property taxes and water rates will not have to be raised dramatically if the voters give their approval in May?
