Short-handed code enforcement deals with deluge of complaints

There's just too many complaints and not enough people to deal with them.

Citizens' complaints about city code violations have skyrocketed in recent months, with more than 800 received in just a 50-day period stretching from March to May. Unfortunately, the city's code enforcement division has only two officers to process those complaints.
