Is oil patch readying for a rebound?

There's a lot of oil to be had in Howard County and the Permian Basin. The question is when oil companies will start producing it.

U.S. Geological Survey officials estimate the Permian Basin can produce up to 20 billion barrels of oil from the Wolfcamp Shale geologic formation, the largest such deposit in the nation.
